The National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum. NEMA works closely with states and territories to deliver the best outcome for communities across Australia. Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters. Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local Government level - including through policy development and strategy to improve risk reduction, resilience and recovery. Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework. About the Role: NEMA is looking to fill the First Assistant Coordinator-General National Resilience Capability Programs, with a high calibre operator who will accept the challenges associated with operating in a high tempo small agency. The role is fast-paced, dynamic and presents an exciting opportunity to ensure the Agency is sustainable in its operations. The First Assistant Coordinator-General National Resilience Capability Programs works to enable NEMA through the Emergency Management and Response Group to: Build national operational capability to ensure Australia is equipped to prepare for, and respond to, nationally significant crises. Contribute to national crises and security arrangements through effective coordination, crisis policy development, crisis exercising and national capability building. Reduce the impact disasters have on Australians and the economy and drive national disaster risk reduction efforts. Support coordination of non-financial assistance to states, territories and communities directly impacted by nationally significant crises. Ensure that NEMA maintains and enhances its operational capability to meet its obligations under the Australian Government Crisis Management Framework. The key duties of the position include We are seeking candidates who: Have proven senior leadership capability working with multi-disciplinary teams in a complex and fast-paced small organisation. Considers emerging trends, identifies long-term opportunities and balances organisational requirements with desired whole of government outcomes. Can demonstrate experience in managing complex risks in a dynamic, multi-faceted, high tempo environment. Possess highly developed interpersonal, communication, negotiation, briefing and planning skills. Display political acumen, strong communication and have demonstrated experience in managing and influencing diverse stakeholders. Possess outstanding organisational skills, including time management and dealing with competing priorities. Have strong stakeholder engagement skills and the ability to liaise with internal and external stakeholders at various levels. Demonstrate well-developed critical thinking skills, able to analyse complex issues and develop reasoned conclusions. Have the ability to obtain, and maintain, a minimum Negative Vetting 1 (NV1) level AGSVA security clearance, and AFP Employee suitability clearance, or hold a current security clearance of an appropriate level. Specific Duties and Responsibilities: Provide strategic leadership and oversight for NEMA's national operational capability program of work. Lead complex national operational capability programs such as National Messaging System, Public Safety Broadband, National Aerial Fire Fighting Program and the Disaster Preparedness Framework. Lead programs of work, that engages across the Australian Government, state and territory governments and emergency management agencies and local communities to support preparedness and disaster response activities. Lead and manage a diverse team including contractors through the relevant program of work. Responsible for effective Agency stewardship through effective governance, reporting and resource management. Lead and implement agency vision and strategic intent. Lead Emergency Management Response (EMR) Group internal planning, support internal and external budget development, projects and support and lead change within the agency. Will be required to work outside of business hours and on weekends in an operational setting in coordinating a response to domestic and international crises. Required to lead or participate in national and Australian Government crises coordination and management forums, and internal NEMA crisis coordination arrangements. Act for or represent the Deputy Coordinator General EMR as required.
