Workplace Health & Safety Control the operation of your department through the implementation and reinforcement of the Puma SAPS system achieving and maintaining Level 3. Challenge unsafe behaviors when observed. Regularly inspect the work area for hazards and safety compliance. Recognize demonstrated safe behavior and promote within your work group. Seek opportunities to improve safety performance and remain informed of safety best practice and legislative standards. Set an example for fellow workers to follow by implementing the Puma SAPS System in your department. Discuss the safety aspects of all operations with your workers and the importance of workplace health and safety as per SAPS. Ensure that safety is included in all worker departmental inductions and job training sessions. Ensure that every worker required to undertake any task has adequate job training and safety instructions given and recorded and that standard work procedures are adhered to. Investigate all incidents to determine causes and what corrective action is required to prevent recurrence. Complete the Incident Report Form and ensure the appropriate notification of incidents, events and injuries. Instruct workers in the safe use of personal protective equipment issued. Ensure that first aid locations, fire protection equipment, evacuation procedure and other emergency procedures are made known to all workers under your control. Ensure all equipment tests and inspections are complied with as required by law and highlighted in the SAPS and Standard Operation Practice manuals. Regularly Review and audit safety performance and SAPS compliance in your business unit/department. KEY RESPONSIBILITIES: Terminal Operations Manage the daily operations of the facility to ensure safe and reliable operation. This will include the following: Guarantee quality of product stored and distributed by the Terminal complies with the Puma and Australian Standards for Bitumen Implementing preventative maintenance programmes for terminal Development and implementation of effective processes, systems, procedures and training programmes. Management of operations expenditure and monthly scorecard reporting. Establish and maintain Puma Standards, notably SA Work Health & Safety Ensure compliance with all statutory requirements with respect to health, safety and the environment. This will include the following: Achieve and maintain SAPS compliance to minimum level 3 As the designated Emergency Response Coordinator, you will be responsible for maintaining Terminal emergency response preparedness specifically to meet the requirements of Element 7 – Emergency Response Plans. Proactively management of health, safety and environment issues Provision of an emergency response capability for the Terminal including Drills with Emergency Services, and participation in local oil industry emergency response plans. Ensure all Operations personnel are adequately trained in First Attack emergency response. Ensuring the facility holds current licences and that licence conditions are met. Terminal manager must initiate an immediate (within 12 hours) investigation of all severe or High Potential Incidents. The Terminal Manager is required to participate in the investigation and ensure documentation records the participation. SAPS S 1.5.2 Quality Assurance Facilitate the efficient implementation of the SAPS System for the site as the SAPS Implementation Coordinator. SAPS Element 1.2.2.1 As the designated Training Coordinator, you will be responsible for maintaining training requirements and records in compliance with SAPS elements. Specifically Element 6 – Training Systems. Arrange and conduct at least one major safety meeting for the year which includes as many of the site personnel as possible. The Safety Meeting should be a platform for promoting HSE and for communicating HSE performance and compliance standards. SAPS S1.5.1.1 Product Supply Manage product supply capability in the Terminal by actively managing the following: Monitoring the daily supply situation. Manage continuity of supply and when shortages exist, manage the equitable allocation of product. Communication to key stakeholders and customers of supply issues Managing raw material supply to maintain product quality and inventory control Management of Inventory to ensure stock losses remain within acceptable limits, and investigate losses in excess of standard. Terminal Infrastructure Effectively manage terminal infrastructure programmes and capital expenditure. This will include the following: Prepare & maintain an annual capital plan for the Terminal Lead teams to develop and implement capital projects. Ensure all work is carried out to Puma or Australian/ISO Standards Manage Maintenance to ensure Preventative Maintenance, Call-out Maintenance and Project works are carried out in a cost effective manner while maintaining Puma Safety Standards Establish Preferred supplier lists for Contractors and ensure all are inducted in SAPS to support the Terminal Budgeting Coordinate the preparation of investment and expense budgets and monitor operations to ensure costs and expenditure are minimised and remain within budget Leadership/Team Development Lead and develop staff to grow capability and competence while fostering proactive teamwork with other groups.
