Job Description Your New Role Reporting to the Senior Director, Commercial Transactions, this role offers a unique opportunity to apply your housing development experience to shape Victoria’s housing future and bring the strategy to underpin Development Victoria’s contribution to the government’s Housing Statement. You will lead the strategic direction for affordable housing, combining commercial insight with policy implementation to identify suitable delivery models and to unlock funding pathways. This is a 12-month parental leave cover position Core Accountabilities: Prepare a program wide affordable housing strategy and implementation plan for Development Victoria. Lead the strategic direction for affordable housing providing authoritative commercial advice on affordable housing delivery for projects, including feasibility, risk and policy alignment. Position Development Victoria to attract supplementary funding sources for affordable housing including grant funding. Oversee the completion of due diligence and coordinate DV’s responses to funding opportunities and affordable housing initiatives. Engage with developers and financiers and translate market insights into actionable strategies for affordable housing delivery and investment. Liaise with key government stakeholders, including Homes Victoria, Housing Australia, DTP, and DTF, to shape and deliver government wide affordable housing policy and programs. Prepare clear, timely reports, investment committee papers, and executive briefs to support decision-making. Contribute to developing transaction documents and in evaluation for projects requiring the delivery of affordable housing outcomes. Manage Development Victoria’s Registered Housing Association Panel of providers and tender for partnership arrangements with panel members as required. Desired Skills and Experience About You You will bring a background in residential development with the ability to navigate both commercial and policy environments. You are a strategic thinker with strong commercial insight and a passion for housing equity. You bring: Proven experience in housing development or investment Deep understanding of housing delivery and funding models and market dynamics Commercial acumen and stakeholder engagement skills Expertise in feasibility, governance, and project lifecycle management A collaborative mindset and resilience in dynamic environments Qualifications & Experience Degree in property, construction, finance, or related field (postgrad desirable) Experience in residential development or investment Strong knowledge of government policy frameworks and governance Excellent communication, negotiation, and presentation skills Application Process Application Deadline: Please submit your application by 20/07/2025.
