The key duties of the position include The Role The Independent Project and Portfolio Management Office within the Capability Acquisition and Sustainment Group is seeking an EL1 Capability Analyst to join our team. This opportunity involves high tempo work, strategic thinking, and working across the Defence organisation to influence and support decision making in capability acquisition and sustainment. As an EL1 Capability Analyst, you will be provided the opportunity to influence strategic, thinking and develop artefacts and reports to support senior leaders by applying the analysis of data and your Subject Matter Expert advice. You will be required to evaluate, independently analyse and provide advice on capability proposals, including assessments of the strategic context, capability options, resource implications, risks and acquisition strategies. You will also be responsible for supervising and managing a small team to meet the capability analytic outcomes. Your typical day will vary from analysing information, briefing senior leaders, problem solving and collaborating with a range of Defence and other Government Department stakeholders to influence, shape and deliver capability founded analytic outcomes. The advertised role is within the Defence Major Projects Reports (MPR) Team. The MRP is an annual review of Department of Defence major equipment acquisitions, undertaken at the request of the Parliament's Joint Committee of Public Accounts and Audit (JCPAA) to provide assurance to Parliament on the performance of selected Defence acquisitions. In this role, you will lead a small team that works with the Project Team that manages the acquisitions, to facilitate the preparation of information on the projects' budget, scope, schedule and progress towards the delivery of required capability. You will also work with the Australian National Audit Office (ANAO), which conducts the assurance activity on the information provided to form a conclusion for the MPR. This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team The Independent Project and Portfolio Management Office was established in response to the announcement by the Deputy Prime Minister and the Minister for Defence Industry on measures to strengthen and revitalise the projects of concern regime, and in accordance with the agreement of the Associate Secretary and VCDF that this independent office be established within the Capability and Sustainment Group. The Independent Project and Portfolio Management Office provides independent decision support and assurance functions and consolidated performance assessment and reporting as a service to the Defence enterprise. It plays a key leadership and advisory role in the work of the Capability and Sustainment Group (CASG) in recognition of the increasing complexity and highly integrated nature of the capability acquisition program, and the interdependencies across project and sustainment activities.
