About Us Strategic Rail Branch has a vision for a well-planned and prepared rail network that delivers the best services for customers and industry over the coming decade About the role The role will assist in developing and maintaining the Passenger Rail Contracts' framework for monitoring and measuring the performance of rail services to optimise value for money and customer service outcomes on behalf of the State. Key Responsibilities In the role of Senior Advisor (Passenger Rail Contracts), you will undertake contract management activities to support the delivery of passenger rail transport services in Queensland to meet government objectives Some of your responsibilities will include: Assisting in developing and maintaining the Passenger Rail Contracts' framework for monitoring and measuring the performance of rail services to optimise value for money and customer service outcomes on behalf of the State. Maintaining a broad and current understanding of supporting business systems and processes, to leverage best practices into contractual mechanisms. Managing the day-to-day financial contract obligations including; validate and process monthly contract payments, validate monthly accrual journals, assess and process monthly and quarterly reports from rail Service Providers. Managing the day-to-day operations of passenger rail contracts, including review and monitor performance reports and assessing variation submissions. Assisting in the authorisation, monitoring, control and delivery of business improvement initiatives. Building and maintaining effective partnerships with stakeholders across both public and private sector organisations including, but not limited to, other areas of TMR and rail operators such as Queensland Rail. Providing e-front-line support and advice to the Manager (Rail Contracts Management) and broader team in the development of strategies, plans and budgets associated with passenger rail services. Working closely with key stakeholders in the development, implementation and control of processes in support of TMR financial, reporting and strategic requirements. This work would typically include development of budgets, assessment of financial information, review and assessment of strategic plans, development of CBRC submissions and commercial analysis of cost models and business proposals. This position reports to the Manager (Rail Contracts Management). Requirements of the Role Contract management and administration - experience including principles and methods relating to service contracts, delivery of government objectives and value for money. Demonstrates strong skills in managing financial contract obligations. Disciplined in maintaining a high standard of practice in reviewing and monitoring performance and assessing variation submissions. Stakeholder relationship management - with a strong ability to build and maintain effective relationships with internal and external stakeholders. Works collaboratively with others. Actively and attentively listens to others and demonstrates a friendly and engaging interpersonal style. * High level communication skills - with experience in providing written and verbal advice to support the development of executive-level briefing notes, ministerials, reports, and other correspondence in line with departmental standards.
