The Construction Unit is responsible for establishing policies and procedures and providing oversight to the contract construction program. The primary purpose of the Construction Unit is the overall administration of all contract construction projects and to serve as a consultant to the other NCDOT units, branches, and industry partners on all matters pertaining to construction. The staff of the Construction Unit provides administrative support and technical assistance to the 14 Divisions to ensure our construction program is administered appropriately statewide.

The primary purpose of Area Construction Engineer is to promote uniform construction and contract administration statewide while also tracking project progress within a specific geographical area. The position is responsible for ensuring timely project delivery, which includes determining if contract construction work is being performed in accordance with specifications, policy, guidelines, and good engineering/construction practices. This position is also responsible for monitoring project overruns and assisting in delivering projects within budget constraints. The position serves as a technical expert in construction operations and provides specialized training to Division staff on policy changes, proper construction techniques and technology implementation. Frequent coordination with Division staff, Contractors, Regulatory Agencies and all Preconstruction Units is required.
Knowledge, Skills And Abilities / Competencies

- Experience in administration of Highway Construction Contracts including use of the Highway Construction and Materials Systems (HiCAMS)
- Experience in Supplemental Agreement development and review
- Experience reviewing and writing responses to Construction Claims
- Working knowledge of NCDOT Standard Specifications and Project Special Provisions
- Demonstration ability to develop and conduct technical training related to Construction or Contract Administration procedures.
Minimum Education And Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
