Summary
Performs professional-level work related to various elements of land use planning.
Essential Functions
- Performs professional-level work related to the current planning process including review, research, analysis, processing, preparation and public presentation of applications and cases for consideration by various boards, commissions and the governing body;
- Processes current planning applications for customers involving subdivision plats/division of land, zone change and specific use proposals, requests for variances and special exceptions, historic area certificates of appropriateness, and others;
- Reviews various development applications against the adopted comprehensive land use plan, future land use map and applicable development regulations; Reports findings and renders advice to customers, staff and/or supervisors, as applicable;
- Attends various public meetings of the Planning and Zoning Commission, Zoning Board of Adjustment, Urban Design and Historic Preservation Commission, City Council and others; Presents staff reports and findings concerning related applications and business;
- Reviews various construction and sign permit proposals for conformance to applicable regulations;
- Coordinates the application review process closely with various stakeholder departments and ensures required timelines are met;
- Participates in studies regarding subdivisions, land use development, plat reviews, and land annexation;
- Assists in the preparation of presentations for the City Council, boards and commissions, and various citizens' groups;
- Assists in maintaining land use records within the City's database, Energov and Laserfiche systems;
- Works directly with builders, developers, business persons, and lay individuals to interpret and advise on the City of Lubbock Code of Ordinances;
- Performs related duties as directed.
Qualifications
Completion of a bachelor degree in urban planning, architecture, geography, or public administration. No specific experience required. Prefer previous experience related to urban planning and geographic information systems; or any combination of relevant education and experience which provides the following:

Physical Requirements
- Frequently bend during the shift;
- Occasionally kneel during the shift;
- Frequently lift and carry up to 10 pounds;
- Occasionally lift and carry up to 25 pounds;
- Occasionally rotate upper trunk to the right or left while sitting or standing.
- Occasionally flex upper trunk forward at the waist and partially flex at the knees;
- Place arms above, at or below shoulder height.
Part-time employees who have at least six (6) months continuous employment may be paid for all holidays except the Veterans Day floating holiday. Part-time employees are not eligible for the Veteran’s Day floating holiday because City offices are not closed on that day. The number of hours granted these employees as holiday pay is based on the average number of hours normally worked in a day.
The City designates the eleven (11) following dates as holidays to be observed with pay:
