Salary Range $161,500.00 - $218,500.00
DISTINGUISHING FEATURES OF THE CLASS: The work involves directing the Facilities, Plant Operations, and Biomedical Engineering Departments of the Erie County Medical Center Corporation (hospital and Terrace View) and overseeing capital construction projects. The incumbent oversees renovation and construction projects from planning and design through construction and completion and serves as the focal point for communication and coordination among the various involved clients, vendors and staff. Work is performed under the general direction of the Senior Vice President of Operations or a high-ranking administrative staff. Supervision is exercised over a large number of operational and maintenance personnel and project consultants. Does related work as required.
Typical Work Activities
Oversees the Facilities, Plant Operations, and Biomedical Engineering Departments ensuring the organization’s standards of performance are met;
Develops strategic planning to create operational efficiency for assigned departments;
Develops policies and procedures for assigned departments;
Oversees the utilization of department resources for in-house construction projects;
Participates in the resolution of labor complaints and grievances;
Coordinates and consults with public and regulatory officials;
Ensures maintenance and safety compliance with rules and regulations of the Joint Commission, Department of Health, Department of Labor and other regulatory agencies;
Oversees the development of project design and monitors compliance with budgetary, scheduling and regulatory requirements;
Monitors quality, cost and progress of contracted and in-house renovation and construction;
Oversees and coordinates complex renovations within functioning medical areas to minimize exposure of negative impact;
Oversees and updates contracting specifications to meet the specific needs of individual projects;
Ensures building permit requests and the Certificate of Need meet project compliance requirements;
Reports to leadership on progress of capital projects, concerns and limitations and potential legal concerns;
Develops and updates master activity schedules based on capital budgets.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of construction management; thorough knowledge of building construction inspection and site development; thorough knowledge of National Fire Protection Association standards; good knowledge of building codes and regulations; good knowledge of rules and regulations of regulatory agencies as they relate to construction management; good knowledge of project coordination and phasing plans; ability to manage multiple projects and priorities in a fast paced environment; ability to read and interpret blueprints, plans and specifications; ability to estimate time and material expenditures necessary to complete projects; ability to use planning, scheduling and design software and Microsoft Office programs; ability to communicate effectively, both orally and in writing; ability to develop and maintain effective working relationships; initiative; sound judgment; physically capable of performing the essential functions of the position with or without reasonable accommodation.
Minimum Qualifications
- Possession of a Master’s Degree* in Architecture, Engineering, Construction Management or closely related field and seven (7) years of supervisory experience in construction management, project planning or facility maintenance management, three (3) years of which were in a healthcare or hospital setting; or:
- Possession of a Bachelor’s Degree* in Architecture, Engineering, Construction Management or closely related field and nine (9) years of supervisory experience in construction management, project planning or facility maintenance management, three (3) years of which were in a healthcare or hospital setting; or:
- An equivalent combination of training and experience as defined by the limits of (A) and (B).
