Position Description
As part of our team, you will inspect and observe construction activities within the City Right-of-Way (ROW). This includes assignments for Capital construction projects, Private Development and ROW permits. Projects typically include installation and replacement of public infrastructure such as roads, driveways, curb ramps, sidewalks, streetscape, storm drainage and utility relocations. ROW inspection includes oversight of other utility company construction (water & sewer & telecom), utility street cuts, driveways, and use of the sidewalk or roadway.
This position is directed to ensure compliance with construction plans and specifications, city technical standards, permits, traffic control, construction safety and related codes and policies. This is accomplished by driving to multiple construction sites, reviewing construction plans, communicating with project managers and contractors, attending project meetings, scheduling construction activities and tests and verifying progress/quantity of construction. Other duties include performing miscellaneous inspection activities, coordinating materials testing, preparing estimates, and assisting contractors with technical solutions.
Typical Tasks
- Inspects a variety of construction sites and projects by checking on work activities of contractors onsite, providing information on city technical standards and procedures; addressing complaints and technical problems; attending pre-construction and job meetings; coordinating inspection activities; and maintaining records of inspection and construction activities utilizing several office computer programs and electronic field devices.
- For City projects, this position will oversee daily construction activities while verifying monthly progress by reviewing payments, taking measurements, creating reports, presenting quantities to the manager, and emailing correspondence to contractors.
- Understanding and applying city protocols while observing construction practices and providing feedback to contractors, project managers, engineers, City departments, and the public. Understanding and utilizing NCDOT construction methods.
- Performs quality control of materials by monitoring deliveries and field technician duties (soil, asphalt, and concrete) when inspecting roadway construction and pavement operations, and concrete placement. This includes the identification of materials, coordinating, retrieval, and testing of samples, inputting data, and keeping records.
Qualifications
Formal Education
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two-year associate's degree, diploma, or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

Minimum one year

Health Benefits are offered to employees working at least 30 hours per week.
Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.
Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.
Retirement
- NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.
- Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to a 401(k) plan regardless of employee contribution. Employees may choose to contribute additional money to the 401(k) or 457 deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 13 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).
- Part-Time Employees will earn paid leave benefits on a pro-rated basis.
